Along with the League idea I mentioned below - I would follow the HLTV type weekly team rating and use the point system the pros use - get players used to a team-based mindset.

I can respect this plan to try and make NA Cs a more competitive gaming scene. One thing I think is holding back NA cs as a whole is simply how much console gaming is promoted, gaming pcs are much harder to come across on a UA-cam ad or tv commercial than a Sony ps5 ad or Xbox ad. But it don’t hurt to try and revive this son of a gun so less rock. Even tho prize picks is a bit of a merchant is terms of CS gambling.
